Panghali Arrests.

Manjit Panghali's father, Resham Basra, tears up at a press conference yesterday to announce that Mukhtiar Panghali, the murdered woman's husband, has been charged with second-degree murder in her death while Sukhvinder Panghali, her brother-in-law, is charge with accessory to murder after the fact. A charge of assaulting a police officer has also been recommended against Sukhvinder, 27, of Richmond.
